How can I allow a subcontractor to receive ticket notifications?

Since subcontractors are basically just Employee Accounts you can add them as Recipients for Ticket notifications. However since they should only be given access through the Web Interface you will have to login to the ComitCRM client using their login details and configure their Email Recipient settings on Tools > Options > Tickets-2.
