Time Format

Is the Time Display Settings in User preference > Display dialog box truly a user preference? If I have sysadmin rights and I change it under my login does it change it for the entire system and all employees?

Yes, the Time and Date settings are global setting and will affect all users just after they'll restart RangerMSP.
