I would like to be able to configure the CommitCRM service to only send email alerts from tickets created from the web portal. I don't want all the internally created tickets to be emailed to me.

When customers create ticket via the web interface, you can receive emails via the Alerts Server which alerts the account manager for the new tickets. Note that this requires that the Account will have an Account manager assigned to it. Another option, which is less robust, allows you to define a static list of predefined email recipients which will receive a notification in this case only (it's relevant for the Web interface only).
